The Independent Care Review was set up to identify and deliver lasting change in Scotland’s care system. The first review of its type anywhere in the world, it promised to put care experienced children and young people at the heart of its recommendations – and aimed to leave a life-changing legacy.

Love was a key theme throughout. We heard how children and young people wanted to grow up loved, safe and respected. We’d heard the First Minister say that “My view is simple: every young person deserves to be loved.” It was groundbreaking for love to be talked about so much in a sensitive review of this kind.

Following virtual design workshops with care-experienced children, we created a flexible, positive identity system with love at its heart. This kit of parts – optimistic colours, active copywriting and simple shapes – helped showcase a world-leading care system ‘built by children’. The review had to stand out. It wasn’t a white paper that belonged to the government, or the council, or any other public or political body. This was a promise made to the children – and its identity belonged to them.

Parlaments's Promise

Within hours of the final review being published, the First Minister had committed to implementing the recommendations – a sentiment met with cross-party support in Parliament.
